Municipal Campus Solar Project Updates:

April/May 2026

Work on the Municipal Campus Solar Project has commenced! On April 29, contractors began stocking materials, equipment, and photovoltaic panels to begin the Municipal Solar Project.  Shortly thereafter, all roof seams were over stripped with additional roofing material to prevent leaks that occur in the future.  This roof material was rolled out and glued down with a bonding agent on the Public Works Equipment Building, Public Works Main Building and Police/Administration Building on all areas that will eventually receive photovoltaic panels.  While one crew was installing the over stripping, another crew was mapping out the racking system.  This racking system sits on the roof and is weighted down with cement blocks.  Each panel is then fastened to the racking system and connected to the panel directly adjacent to it, creating one large photovoltaic system.  As of May 13, the contractor has the full racking system mapped out on the Public Works Equipment Building and approximately 50% of the panels installed.  Once the Public Works Equipment Building is complete, the contractor will begin mapping out the Public Works Main Building, followed by the Police/Administration Building.  The full project is estimated to take two months to complete.

September 2025

At the September 10, 2025 Board of Commissioners business meeting, the Board awarded a contract to Spotts Brothers, Inc. of Schuylkill Haven, PA for their low bid price of $629,125 to supply and install a rooftop solar array at the Springfield Township Municipal Campus in accordance with their sealed proposal received July 11, 2025, last revised August 26, 2025. After applying the 30% federal rebate pursuant to the Inflation Reduction Act and other incentives available from PECO Energy, the Township’s current electricity provider, the net price reduces to $413,692, with potential payback for the system as early as 3.66 years.

July 2025

On July 11, 2025, proposals were received by Springfield Township in response to a Request for Proposals for a rooftop solar photovoltaic project at the Springfield Township Municipal Campus. Proposals were received timely from six different bidders under two options: (1) Direct Purchase and (2) Power Purchase Agreement.  After extensive vetting by the Township’s engineering and solar consultants, a recommendation has been made to proceed under the direct purchase option due to the additional costs associated with the power purchase agreement. 

May 2025

At the May 14, 2025 Board of Commissioners business meeting, the Board authorized the advertisement and solicitation of a Request for Proposals to design, engineer and construct a roof-mounted solar photovoltaic array at the Springfield Township Municipal Campus. As part of the solicitation, respondents were encouraged to submit under two cost proposal structures including direct ownership and a Power Purchase Agreement with an Energy Service Company. The RFP was issued on June 1, 2025, and responses were due July 11, 2025.

April 2025

At the April 9, 2025 Board of Commissioners meeting, the Board authorized the engagement of Celentano Energy Solutions to provide solar consultation services for the installation of a solar photovoltaic system at the Springfield Township municipal campus.  

August 2024

At their August 12, 2024 workshop meeting, the Board of Commissioners received a presentation from Celantano Energy Services regarding the Solar Assessment of Township Properties Feasibility Study. 

July 2024

At their July 10, 2024 business meeting, the Board of Commissioners voted to engage the services of Architecture & Engineering Innovations, Lancaster, PA to conduct a structural analysis of the police/ administration and public works buildings to determine the suitability of each structure for the attachment of roof-mounted solar panels. The study was completed on August 5, 2024.
